Emergency social services for undocumented people

We support undocumented people by arranging accommodation and necessary living for them.

A person is considered undocumented if they do not have a residence permit in Finland or their asylum application has been rejected and they are no longer a client of a reception centre. An undocumented person can apply for support from social services if they are concerned about their income, housing or other aspects related to their current situation in life. A social worker or social counsellor will assess the undocumented person's need for services, instruct them to apply for urgent social assistance at Kela, if necessary, and give advice on other services. If necessary, we will make a decision on the necessary financial support or accommodation for the undocumented person. Meetings are set up with the client as necessary. The aim of the meetings is to help find a sustainable solution to the client's situation.

Conditions for receiving the Service

Persons who do not have a residence permit for Finland or whose asylum application has been rejected and who are no longer reception centre clients are considered undocumented. Undocumented persons can apply for support from social services if they reside in the area and are concerned about their income, housing or other situation in life.

The service is free of charge.
