Stricter criteria for social assistance through an amendment to the Act on Social Assistance

Parliament has passed an amendment to the Act on Social Assistance, which will enter into force on 1 February 2026. The amendment introduces stricter criteria for receiving social assistance. Failure to apply for primary benefits or full-time employment may result in a reduction of the basic amount by up to 50 per cent.

In certain situations where the basic amount is reduced, Kela may request a statement from the social services of the wellbeing services county.

The amendment also means, among other things, that Kela may pay the rent directly to the landlord.
