Regional wellbeing plan being prepared through broad participation

The Western Uusimaa Wellbeing Services County is currently preparing its regional wellbeing plan for 2027–2030. The plan supports the county’s strategy and will guide efforts to promote wellbeing and health across the region. It includes wellbeing plans for children, young people and for older adults, as well as a regional student welfare plan, and it defines objectives for working-age residents. The wellbeing of persons with disabilities is addressed as a cross-cutting theme throughout.

The plan is based on the regional wellbeing account, which provides an overview of the current state of wellbeing in the area. Key concerns identified in the account include mental wellbeing challenges among children and young people, excessive alcohol use, particularly among older adults, growing polarisation and financial hardship and an increased sense of insecurity among residents. Based on the objectives in the plan, measures and indicators will be developed to enable annual monitoring of wellbeing and the effectiveness of the actions taken.

The preparation of objectives for different age groups is guided by four priorities: strengthening mental wellbeing, supporting a healthy lifestyle, reducing wellbeing and health inequalities and promoting everyday safety. These priorities have been agreed together with the county’s municipalities, which will also take them into account in their own wellbeing planning.

The plan is being prepared in extensive cooperation with municipalities, organisations, the HUS Group, advocacy bodies and residents across the wellbeing services county. Residents’ views have been collected, for instance, through a Voxit discussion and workshops held for advocacy bodies. Feedback from organisations is being gathered through thematic networks and the Advisory Board for Organisations, and the themes will be further discussed in the spring at events for elected officials of the wellbeing services county and the municipalities.

Preparation will continue throughout the spring, and the draft will be circulated for comments in late spring. The regional wellbeing account and plan are expected to be submitted to the County Council in October 2026.
