The purpose of civil defence is to safeguard the population from the destruction caused by war and other similar conditions, to limit the damage they cause, and to mitigate their consequences. Civil defence duties include warning the population, evacuation to shelters, firefighting and rescue operations, and medical care. The same authorities are responsible for civil defence and rescue services during both normal times and emergency conditions. Under the Emergency Powers Act, the authorities can call upon additional resources during emergencies, such as war or the threat of war, by ordering more manpower for firefighting, rescue, first aid, maintenance, clearance and cleaning duties and for management and special duties within the civil defence organisation.
