Child welfare open care is a support service for your child and family. As a client of open care, your child is assigned a responsible social worker. Your child and family are supported through a variety of means and services, such as social worker appointments, intensive family work, family rehabilitation, open care placement and support family and support person activities. The service follows a client plan drawn up together with you. The plan outlines your support needs as well as the jointly agreed goals and the means to achieve them. The purpose of the open care support measures is to support and promote the positive growth and development of your child.

Substitute care

Child welfare substitute care is for children who are placed outside their home. In substitute care, the child is assigned a social worker responsible for their affairs. The social worker draws up a client plan together with the child, the guardians or other close relatives and the substitute care place and monitors its implementation. The social worker also monitors the child’s situation in substitute care and visits them regularly. The child's chances of returning home are assessed throughout the process.
