Ordering smart cards

Social and healthcare smart cards issued by the Digital and Population Data Services Agency’s certificate service include the professional card, personnel card, operator card, and replacement card.

For employees of the wellbeing services county, the smart card is free of charge.
You can order the smart card from the county’s own registration points. More detailed information is available on the LUVN intranet.

For employees of cities, municipalities, or the private sector, the card is subject to a fee.

Ordering a new professional card requires a personal visit to a registration point. If you need an organization card or an operator card, please contact your supervisor, who will provide instructions and complete the employment certificate. Bring the signed certificate with you to the registration point.

You can renew a valid Sote professional card in the OmaKortti service(external link). If the card has expired or been lost, or if you need a PUK code, the order requires a personal visit to a registration point.

Price List as of 15 June 2026

  • Professional card: price EUR 79 (incl. VAT 25.5%)
  • Professional card: price EUR 79 (incl. VAT 25.5%)
    • Invoicing policy: the card is non-returnable and non-refundable.
    • Clearing and reloading a card at a registration point (for an existing card that has expired or is about to expire): EUR 54 (incl. VAT 25.5%)
    • Receipt and processing of a used card: EUR 0
  • Organisation card: price EUR 79 (incl. VAT 25.5%)
  • New PUK code or activation code: price EUR 53 (incl. VAT 25.5%)

Other outsourced services (such as Seure): Going forward, outsourced service providers may enter into an agreement with the Western Uusimaa Wellbeing Services County to obtain cards for employees who do not have a personal smart card. Otherwise, employees must use their own cards.

Booking and Payment

  • Include the following details in the payment:
    • Recipient: Wellbeing Services County of Western Uusimaa
    • Message: VRK / Name, booking date and time
  • Print and bring the receipt or send it by email to the registration point before your visit.

Remember to bring: a valid passport or a police-issued identity card. Please note that a driving licence is not accepted for identification.
