Shared transport begins in Espoo – transition period for the right to private transport

The new transport service guidelines will enter into force on 1 September 2024. As a result, the sharing of transport will change for the residents of Espoo. The transition period for applying for the right to private transport is 1 September – 31 October 2024. 

The right to private transport is a new right, granted based on individual needs. At this stage, applying for private transport is only available to Espoo residents who would share their transport with others, according to the new guidelines. During the processing of the application, we will grant a temporary right to private transport to anyone applying for it by the end of the transition period. The applications will be processed as urgent. From the beginning of November, we will no longer grant the temporary right to private transport and we will process applications according to normal procedures.

If you are using the Transport Services application, you may see a note on the right to private transport on there. This note will be removed on 1 September if you have not been granted the right to private transport separately.

We have sent a letter and customer instructions to all Espoo-based clients regarding the transport service guidelines that will enter into force on 1 September 2024. The most important changes brought on by the new guidelines: 

• Shared transport will be introduced in Espoo. 
  From 1 September 2024, your transport can be shared by another transport service client. Transport is shared when possible and reasonable in terms of travel time and costs and when the client is not entitled to private transport. In shared transport, the client's travel time may be extended by a maximum of 30 minutes compared to private transport. 
• For work and study trips, we will introduce shared transport when the ‘euro and kilometre wallet’ is adopted in the wellbeing services county. For these clients, the shared transport cannot be introduced for service trips for technical reasons. We are currently piloting the wallet model. After the pilot, we will put the model out to tender and introduce it in 2025. We will announce the introduction of the euro and kilometre wallet model separately.
• If necessary, you can apply for the right to private transport from the Disability Services or Senior Info. Persons who have been granted work and study trips cannot yet apply for the right to private transport.
