Changes to client fees as of 1 January 2026

At its meeting on 9 December 2025, the County Council of the Western Uusimaa Wellbeing Services County decided on changes in client fees for social and healthcare services as of 1 January 2026.

At its meeting on 9 December 2025, the County Council of the Western Uusimaa Wellbeing Services County decided on changes in client fees for social and healthcare services as of 1 January 2026.

Client fees are subject to an index adjustment every two years, which applies to:

  • maximum amounts of fees
  • minimum disposable income for long-term services
  • income limits for services provided at home
  • payment ceiling (in 2026: €815).

The changes apply to fees for doctor’s and nurse’s appointments, oral healthcare, rehabilitation and hospital care, among other services.

The fee charged for a scheduled service without prior cancellation will not increase in 2026, but from now on, the fee may also be charged for:

  • services provided during an informal carer’s leave
  • short-term 24-hour care in Disability Services and Elderly Services.

Fees for individual therapy and short-term institutional care in mental health and substance abuse services will increase more moderately than the statutory index adjustment.

Home services for families with children become free of charge in 2026.

There will be small increases in the out-of-pocket charges for mobility support services.

There will be increases in fees for elderly services, including:

  • services provided during an informal carer’s leave
  • daytime activities
  • remote home care and remote rehabilitation.

In long-term services, the minimum disposable income will increase as follows:

  • 24-hour service housing and family care: €195
  • institutional care: €131.

A minimum disposable income will be introduced for communal housing for the elderly, and no additional charges will be levied for special diets going forward.
