The national payment ceiling in healthcare is EUR 762. The payment ceiling is subject to an index adjustment every two years.
We have to types of client fees:
Flat-rate fees are the same for everyone. For example, they include the fees for appointments at health centres and dental care fees.
Income-based fees are determined by the client's income. For example, they include the fees for regular home care and long-term service housing.
Customer fees starting from 1 January 2025
Missing a scheduled appointment without an acceptable reason for not cancelling will result in the client being charged a missed appointment fee of EUR 56.70.
The missed appointment fee will be charged even if the appointment was part of a service that is free of charge. The appointment should be cancelled on previous day, before 12.00.
The missed appointment fee is only charged from clients aged 18 and above.
- Dental hygienist’s appointment EUR 13,80
- Dentist’s appointment EUR 17,90
- Specialist dentist’s appointment EUR 26,30
- House call by a dentist EUR 25,80
- House call by other health care professional (such as a dental hygienist) EUR 16,40.
Procedure fees
Procedure fees are charged in addition to the basic fees listed above. No appointment fee will be charged for a separate PTG scan, regardless of who performs it.
- Dental imaging EUR 11.50
- Panoramic x-ray of jaws and teeth EUR 25.80
- Preventive treatment EUR 11.50 per visit
Persons over the age of 18 will be charged a fee of EUR 56.70 for uncancelled missed appointments.
Procedure fees are charged according to the level of complexity.
Loss of or damage to an orthodontic appliance due to carelessness:
A maximum of the actual costs can be charged for dental technician costs for purchasing a new appliance or repairing a damaged appliance. (Decree on Client Charges in Healthcare and Social Welfare, section 9).
Special materials:
A maximum of the actual costs can be charged for special materials. (Decree on Client Charges in Healthcare and Social Welfare, section 9)
Specialised oral and maxillofacial healthcare for special reasons, outpatient fee:
EUR 46.00 (Decree on Client Charges in Healthcare and Social Welfare, section 9 a)
Procedure in ambulatory surgery:
EUR 218.70 (Decree on Client Charges in Healthcare and Social Welfare, section 8 a)
Fee for transporting dental technician work: EUR 20 per transport
The following groups are not subject to oral healthcare client fees
- Persons under the age of 18, with certain exceptions (orthodontic appliances that are lost or damaged due to incorrect use or negligence).
- For assessments of oral healthcare and need for treatment, families expecting their first child. The appointment includes necessary self-care guidance. If the appointment includes other procedures, such as oral and dental examinations or health check-ups, you will be charged regular appointment and procedure fees.
- Persons who have a service badge awarded to front-line veterans and war veterans, including to women veterans, or a certificate of participation in certain mine clearance operations.
Oral health care client fees apply to everyone with the exception of the above-mentioned groups. Oral health care appointment and procedure fees count towards the annual upper limit for health care client fees (with the exception of costs associated with dental appliances, such as prostheses, dental guards, orthodontic appliances and sleep apnea mouth guards).
Oral health care client fees are based on a national decree on client fees. The invoice is sent to the client’s home after the appointment.
Example price list
The appointment fee is always charged. Procedure fees are charged in addition to the appointment fee.
The appointment fee is:
- EUR 13.80, 17.90 or 26.30 depending on the recipient
Examples of procedure fees:
- Oral examination EUR 11.50, 25.80 or 51.20 depending on the scope of the examination
- X-ray examination EUR 11.50 per x-ray
- OPTG (panoramic x-ray of the jaws and teeth) EUR 25.80
- Local anaesthesia EUR 11.50
- Tartar removal EUR 11.50–75.00 per session
- Dental filling EUR 25.80–75.00 depending on filling size
- Root canal EUR 25.80–75.00 per session depending on the length of the session and tooth
- Standard tooth removal EUR 25.80–51.20 depending on the difficulty
- Surgical removal EUR 75.00–105.20
- Removable dentures starting from EUR 250.90 (each) + laboratory costs
- Removable metal-framed partial dentures EUR 304.50 (each) + laboratory costs
Procedure fees vary from EUR 11.50 to EUR 304.50 depending on the degree of difficulty.
Doctor's appointment (health centre, outpatient care): €28.20
The appointment fee also applies to remote consultations. Fees are charged for the first three doctor's appointments each calendar year, regardless of whether these are remote or in-person visits. (Decree on Client Charges in Healthcare and Social Welfare, section 7)
Outpatient doctor's appointment fees are not charged from the following groups:
- Persons under 18
- Individuals holding a front veteran's badge, front-line service badge, front-line badge, veteran badge, or certificate of participation in certain mine-clearance operations
A remote consultation is defined as a video appointment, phone consultation, or chat interaction that functionally replaces a traditional face-to-face appointment. During phone or chat consultations, topics discussed may include symptoms, general health, treatments, tests conducted or required, medications, and follow-up plans/instructions. The duration and complexity of these interactions vary based on the individual case. All phone, video, or chat consultations replacing an in-person visit are classified as remote appointments, regardless of how the appointment was booked.
Appointment with a Nurse (health centre, outpatient care): Free of charge
Chat appointment: Fees are identical to those charged for other remote appointments (e.g., video and phone).
Urgent appointments during extended opening hours:
- Monday–Friday: €28.20
- Saturday–Sunday & public holidays: €38.70
Podiatry: EUR 17.30 per appointment
Nutritional therapy: EUR 17.30 per appointment (in person or online)
The appointment fee is not charged to the following groups
- persons under the age of 18
- persons who have a service badge awarded to front-line veterans and war veterans, including to women veterans, or a certificate of participation in certain mine clearance tasks (when you arrive at the health station, be sure to present your service badge, annuity decision or Military Archives certificate at the patient office)
The appointment fee is not charged for doctor’s appointments that only involve providing health guidance or carrying out a health check-up. Such services include:
- maternity and child health clinic, school health care and student health care appointments
- preliminary call-up health examinations
- family planning appointments (if they do not include medical treatment)
- appointments in accordance with the Communicable Diseases Act (such as treatment of salmonella or sexually transmitted diseases), or
- mental health services, including various forms of treatment, provided as outpatient care in primary health care under section 27 of the Health Care Act are free of charge for clients of all ages.
Nurse’s and public health nurse’s appointments are free of charge. If a doctor's assessment is required in connection with a nurse’s appointment, a fee will be charged in accordance with the above-mentioned principles.
Doctor’s appointment fees count towards the annual upper limit for social welfare and health care client fees.
Doctor’s or dentist’s certificates and statements: €56.70
Certificates directly related to the client's ongoing care are issued free of charge.
The following certificates and statements are provided free of charge:
- Brief medical certificate (Certificate A): Confirming illness, injury, or ailment with diagnosis only.
- Medical statement B: Pertaining to medication reimbursement, chronic illness, incapacity to work, disability, and associated eligibility for rehabilitation or social security benefits.
- Benefit application certificate (Medical statement C): When directly related to medical treatment.
- Guardianship certificate to be provided to guardianship authorities or courts upon request (Guardianship Services Act, Section 90).
- Certificates for stillbirth, death certificates, burial permits, and post-mortem reports.
- Any additional certificates or statements designated by law as free of charge.
Free certificates for persons under 18 and students:
- Certificates required for absence due to illness, injury, or pregnancy.
- Youth health certificates, including those issued for obtaining a driver's licence.
- Student health service certificates required for educational purposes.
- Certificates issued to school pupils.
- Other certificates and statements defined as free of charge to all clients.
Any additional certificates or statements designated by law as free of charge.
Medical statements for driver's licences
Medical statements for driver's licences are no longer legally mandated to be free as of 1 April 2025, except for specific cases required by educational or training programs.
Short-term inpatient care
Short-term inpatient care: EUR 66.90 per day of care.
EUR 25.10 per day of care after reaching the annual upper limit (not charged to persons under the age of 18). Clients under the age of 18 can only be charged the fee for short-term inpatient care for up to seven days of care per calendar year. After that, the care is free of charge.
Short-term assessment and rehabilitation period for seniors: EUR 66.90 per day of care. EUR 25.10 per day of care after reaching the annual upper limit.
Daytime or nighttime hospital care: EUR 30.70 per day.
This fee is charged if the client is in hospital care only during the day or at night. Clients under the age of 18 can only be charged the fee for daytime or nighttime care for up to seven days of care per calendar year.
Examination and treatment by a doctor at a detoxification centre: consultation fee EUR 28.20.
Inpatient care provided by mental health and substance abuse services: EUR 54.60 per day of care. EUR 25.10 per day of care after reaching the annual upper limit.
Inpatient detoxification: EUR 54.60 per day of care. EUR 25.10 per day of care after reaching the annual upper limit.
Rehabilitative inpatient care provided by substance abuse services: EUR 54.60 per day of care. EUR 25.10 per day of care after reaching the annual upper limit.
Fee for short-term inpatient care is charged for each day spent at a healthcare facility, including the days of arrival and discharge. If a client is immediately transferred to another unit, the sending unit cannot charge the client for the day of transfer.
Long-term inpatient care
An income-based client fee may be charged for long-term inpatient care if it is estimated that the service will be used for at least three months or if the service has been used for at least three months.
Long-term inpatient care is subject to a client fee based on the client's income. The client fee is 85% of the client's net monthly income, after statutory deductions. The client retains 15% of their net income or at least EUR 122.00 per month for personal expenses. If the client has a spouse or a partner and both spouses are in long-term 24-hour service housing, long-term family care, or long-term institutional care, the fee is determined as stated above.
If the client lived in a shared household prior to the start of the service and their monthly income was higher than that of their spouse or partner, the client fee is determined based on the combined monthly income of the client and their spouse or partner. In this case, the fee is 42.5% of the total monthly net income, after statutory deductions. In any event, the client will retain at least EUR 122.00 per month for personal expenses.
Fees listed include those applicable at the geriatric assessment and rehabilitation clinic, memory clinic, infusion clinic, follow-up clinic, and the palliative clinic.
Assessment appointment with a nurse or therapist: free of charge
Home hospital, palliative clinic, infusion clinic, and geriatric clinic: Specialist-led clinic doctor's appointment: €66.70 per appointment. The fee for a remote appointment with a doctor is €28.20 per appointment.
If a client visits other specialists on the same day in connection with their doctor's appointment, only the doctor’s appointment will be charged. Specialist-led clinic fees also apply to remote appointments.
Appointment with a palliative psychologist: €17.30 per appointment and €8.65 per remote appointment.
Group appointments: 1–3 sessions total: €12.80; 4–6 sessions total: €25.60; 7 or more sessions total: €38.40
Nurse appointment (in person or remote): free of charge
Doctor's home visit: €25.80 per visit. This fee is charged for a maximum of 3 visits per 24 hours.
Other home visits (e.g., with a nurse) €16.40 per visit. This fee is charged for a maximum of 3 visits per 24 hours.
Home hospital: €16.40 per visit. This fee is charged for a maximum of 3 visits per 24 hours.
Mobile hospital (consultation, nurse visit): free of charge.
Discharge team assessment appointment (nurse or physiotherapist): free of charge
Discharge team home visit (nurse): €13.40
Discharge team home visit (physiotherapist): €13.40
If a home care client visits urgent care and is subsequently discharged by the discharge team, only one fee will be charged for that day.
Physiotherapy and lymphatic therapy, occupational therapy for adults, speech therapy for adults, neuropsychologist consultation for adults, other therapies:
- Personal session (including direct access): EUR 17.30
- Remote session: EUR 8.65
Group sessions and remote group sessions:
- 1–3 group sessions: total EUR 12.80
- 4–6 group sessions: total EUR 25.60
- 7 or more group sessions: total EUR 38.40.
Remote group session:
- 1–3 group sessions: total EUR 6.40
- 4–6 group sessions: total EUR 12.80
- 7 or more group sessions: total EUR 19.20
Serial treatment: EUR 18.60 per session
The fee for serial treatment can be collected for continuous dialysis, medical rehabilitation (incl. services by a physiotherapist, occupational therapist, neuropsychologist, physiotherapist's assistant or speech therapist) or other similar treatments. If the treatment has not been provided at a health station, the fee can also be collected for the following treatments: hyposensitisation treatment, treatment for speech and voice disorders, radiation and cytostatic treatment. The fee can be charged for up to 45 treatment sessions per calendar year. The fee is not charged to persons under the age of 18.
24-hour sheltered housing
Long-term 24-hour sheltered housing for older people and in mental health and substance abuse services
Long-term 24-hour sheltered housing is subject to a fee based on the client’s income. The fee is 85 per cent of the client’s net monthly income after deductions. The client retains 15% of their net income per month for personal expenses. The amount retained for personal expenses is at least EUR 182 per month, however. The amount is revised every other year based on changes in the employment pension index.
If the client has immediately before the beginning of the service lived in a joint household in a marriage or in a marriage-like relationship and the client’s monthly income is higher than their spouse's or partner’s income, the fee is determined on the basis of the combined net income of the client and their spouse or partner. In that case, the fee is 42.5 per cent of their combined monthly net income after the deductions defined in the Act on Client Charges in Healthcare and Social Welfare. However, the client must retain the minimum amount of EUR 182 per month for personal expenses.

Short-term 24-hour sheltered housing
The fee for short-term 24-hour sheltered housing includes nursing and care, meals, support services, the costs of housing and other maintenance. The care is provided away from the client’s home and as non-institutional care.
- persons aged 16 and over: EUR 35.90 per day
- persons aged under 16: EUR 12.80 per day. The fee is a sum equal to the client fee for an informal caregiver’s statutory leave
Demanding 24-hour service housing
In demanding 24-hour service housing in mental health and substance abuse services, the minimum amount retained by the client for personal expenses is equal to the basic amount of social assistance for a person living alone (EUR 586.71 per month in 2024).
Communal housing
Communal housing for older people
In communal housing for older people, where the client receives constant and regular service provided at home, the fees are charged in accordance with the payment criteria for regular home care. In addition, fees are charged for the meals, support services and rent. The fee for a constant and regular service provided at home and the fee for meals and support services are not charged to front-line veterans.
Basic fee: EUR 70 per month. The fee includes activities promoting social functional capacity, weekly communal sauna and tasks related to organising the service.

Meal package:
- Meal days Mon-Fri EUR 374 per month
- Meal days Mon-Sun EUR 561 per month
The meals are charged for 5 days of absence, after which the fee will no longer be charged. The absence is considered to have started from the day of departure.
Individual meals:
- Breakfast EUR 1.60
- Lunch EUR 7.50
- Afternoon coffee EUR 1.20
- Dinner EUR 6.20
- Evening snack EUR 1.60
The prices for special diets differ from the basic prices.
Support service fee:
- cleaning EUR 30 per hour (working days between 9.00 and 15.00)
- clothing maintenance EUR 13.40 per session
Temporary communal housing: EUR 39 per day. The fee includes rent, food, care and communal activities.
Communal housing in mental health and substance abuse services
In communal housing, where the client receives constant and regular service provided at home, the fees are charged in accordance with the payment criteria for regular home care. The client pays separately for the meal service. The meal service costs EUR 261 per month. The daily meals are included in the fee.
Short-term communal housing service: EUR 22.50 per day. The meals are included in the fee.
Family care
Short-term family care
Short-term family care, persons aged over 16: EUR 35.90 per day
Short-term family care, persons aged under 16: EUR 12.80 per day
There is no separate fee for meals.
The part-daily family care organised by disability services is free of charge for the client.
Part-daily short-term family care
Part-daily short-term family care for seniors (up to 8 hours): EUR 13/occurrence
Long-term family care
Long-term family care and professional family care are subject to a fee based on the client’s monthly income. The maximum fee is 85% of net monthly income. The client retains 15% of their net monthly income or at least EUR 182.00 per month for personal expenses. The fee is charged as stated above if the service is expected to last, or has already lasted, at least three months from its start.
The fees for long-term family care are charged in the same way as the fees for long-term 24-hour service housing.
Fees for long-term family care services are not charged to front-line veterans (Act on Front-line Veteran Rehabilitation 1184/1988) or for family care provided on the basis of the Child Welfare Act (417/2007), the Act on Special Care for People with Intellectual Disabilities (519/1977) or the Act on Disability Services and Assistance (380/1987).
Temporary accommodation
Temporary accommodation for mental health and substance abuse clients: free of charge
Temporary sober housing for adults: free of charge
Supported housing
Supported housing is organised in mental health and substance abuse services, adult social services, disability services.
Supported housing for mental health and substance abuse clients: free of charge
Supported housing for persons with disabilities: Maintenance fees and meal fees are charged according to usage in accordance with chapter 9 of payment criteria (Meal fees and maintenance fees charged in disability services).
Housing-related coaching in disability services
The client fee is charged for all days of the period, also for the arrival and departure days.
Housing-related coaching or housing practice lasting less than 21 days: EUR 14.90 per day in housing. The fee is not paid if the client has a home of their own for which they already pay rent or a charge for housing company expenditure and the housing costs. Meals are charged according to usage.
If the housing-related coaching implemented in the unit lasts 21 days or more without interruption, a housing fee of EUR 250.00 per month replacing rent is charged. The fee is not paid if the client has a home of their own for which they already pay rent or a charge for housing company expenditure and the housing costs. Meal fees and maintenance fees are charged according to usage. Maintenance fees are charged for full months (Payment criteria chapter 9: Meal fees and maintenance fees charged in disability services).

Regular home care
The monthly fee for regular home care is based on the client’s income. The price is affected by the service hours recorded in the service decision and the size of the family.
Home care services are free of charge to front-line veterans.
Separate fees are charged for services that support living at home. You will find more detailed information in the section Services that support living at home.

Temporary home care and home nursing
Temporary home care EUR 16.40 per visit
Temporary remote home care: Contact-based session fee EUR 5.00 per visit
Fees for temporary home care or remote home care are not charged if the client’s income falls below the income limit defined for the exemption of the fee for a regular home care service.
Temporary home nursing
House call by a doctor or a dentist: EUR 21.10
Home visit by another person or the client’s visit at the home care office: EUR 16.40
The fees of temporary home nursing count towards the annual payment ceiling. The fee is not charged if the client is a client of regular home nursing (Decree on Client Charges in Healthcare and Social Welfare, section 3). Front-line veterans are exempt from home nursing fees.

Care alarm service
The fee is EUR 4.005 per month including the central unit, connection (SIM card inside the device), all cables, and the alarm button (wristband), as well as 24/7 alarm monitoring.
Installation fee: EUR 50.00 per installation. The installation fee is charged for the installation of the emergency phone.
Safety assistant visit: EUR 20.00 per visit.
Additional devices for the emergency phone:
- Door alarm 5.00 EUR per month
- Stove guard 5.00 EUR per month
The service is free of charge for the following client groups:
- front-line veterans
- clients who have been issued a housing service decision by disability services.
Meal service
- Home-delivered meal: EUR 10.50 (EUR 7.30 + delivery fee EUR 3.20)
- Vending machine meal: EUR 10.50
- Meal at the service centre: EUR 7.65
Support after hospital discharge: EUR 16.40 per session. Support after hospital discharge is provided for 1–5 days.
Rehabilitation and assessment period: EUR 19.40 per day for each day of the period. The duration of a rehabilitation and assessment period is approximately 4–6 weeks. The rehabilitative assessment period seeks to meet the client’s need for both care and rehabilitation.
Home rehabilitation therapy session at the client’s home: EUR 16.40 per visit
The visits conducted by the therapist can be individual guidance visits or a rehabilitation period. The duration of a rehabilitation period can be up to 6 weeks maximum. The service meets the client's need for physiotherapy and/or occupational therapy. The assessment visit conducted by the therapist is free of charge.
Visits carried out by the therapist are free of charge for clients receiving informal care support. The duration of a rehabilitation and assessment period is approximately 4–6 weeks. Also includes remote visits.
Remote rehabilitation
Remote therapy visits: EUR 5.00 per visit
The price of remote rehabilitation is included in the service offered in form of periods.
Assessment visit by the hospital discharge team’s nurse or physiotherapist: free of charge.
Home visit by the hospital discharge team’s nurse: EUR 13.40
Home visit by the hospital discharge team’s physiotherapist: EUR 13.40
If a home care client visits the emergency clinic and is discharged by the home discharge team, the client will not be charged twice for the same day.
Temporary home service for families with children
A temporary fee is charged for home services for families with children if the need for the service is less than two months. The fee is determined according to the duration of the visit, as per the table below.
No fee is charged for temporary home services for families with children if the family’s gross income is lower than the family size-specific maximum income that entitles to free services (see the table for regular home services for families with children). In this case, the family needs to provide their income details to the unit making client fee decisions.
- under one hour: EUR 7.00 per visit
- 1 hour – under 2 hours: EUR 10.00 per visit
- 2 hours – under 4 hours: EUR 17.00 per visit
- 4 hours – under 6 hours: EUR 21.00 per visit
- over 6 hours: EUR 27.00 per visit
Group care in Kirkkonummi:
- One child: EUR 8.00 per visit
- Two or more children: EUR 16.00 per visit
Income limits for exemption from home care client fees based on family size
- Family size 1 person – income limit EUR 653.00 per month
- Family size 2 persons – income limit EUR 1,205.00 per month

If the family size is larger than six persons, the income limit is increased by EUR 389.00 for each person.
Regular home service for families with children
Regular home service is subject to a monthly fee based on the family’s income. The client fee is determined based on the service hours specified in the service decision and the client’s ability to pay and family size. A family refers to individuals who live in the same household and are married or in a relationship comparable to marriage and their underage children who live in the same household. If the client has a partner, and both partners are in long-term round-the-clock residential care, long-term family care or long-term institutional care, the charge is determined based on the aforementioned principles.
The fee for regular home service is charged if the service has been used for at least two months or if it is estimated that the service will be used for at least two months and if the client uses the service at least once a week.
The fee is determined based on the service hours specified in the service decision and the client’s ability to pay and family size. The monthly fee is determined according to the table below. The fee is a percentage of the portion of the client’s gross income that exceeds the income limit.

Mobility support service in accordance with the Social Welfare Act
- Co-payment: EUR 3.20 per one-way journey.
- Co-payment for 7–17-year-olds: EUR 1.60 per one-way journey.

One-way journey:

The wellbeing services county may charge a fee for mobility support up to the equivalent of the corresponding public transport fee, or another comparable reasonable fee, when mobility support is arranged as a transport service referred to in the Disability Services Act.
The services provided during the informal carer’s days off cost EUR 12.80 per day.
The fee applies to adults and children. No separate fees for meals or other services included in the service package are charged in addition to the client fee.
If needed, a day can be divided into two part-daily services, each charged at 6.40 euros per occurrence. For example, this applies to two instances of part-daily family care or two instances of rehabilitative day activities for the elderly.
No fee is charged for a service organised with a service voucher, and clients whose informal care support is part of the “service housing at home” service package are exempt from the fee. Front-line veterans are not charged client fees for the days off in informal care. The fees for days off in informal care apply to all statutory leave periods in informal care.
Rehabilitative day activities for seniors
- Remote day activities: EUR 5.00
- Full-day activities without transport: EUR 23.00
- Full-day activities with transport: EUR 30.20
The fees for full-day activities include a meal.
Informal caregiver’s statutory leave as day activities
- EUR 6.40. Includes a meal and transport. A day activity session compensates for 0.5 days of the caregiver's leave.
Day activities for persons with disabilities
Meals are subject to a separate fee in day activities for persons with disabilities. Transport to day activities is free of charge.
Day activities for clients of mental health and substance abuse services
Meal fees:
- Lunch: EUR 6.00
- Snack/breakfast: EUR 2.50
Meal fees are charged when meals are not covered by any other fees charged to the client.

Maintenance fees
Maintenance, centralised housing-related procurements by the unit and use of common facilities in housing provided by a disability services unit:

- The client’s maintenance includes at least three of the centralised procurements or uses of common facilities included on the list below: EUR 69.00 per month
The centralised procurements and use of common facilities used as the basis for the client fee are as follows:
- internet connection or computer provided to clients by the housing unit
- daily newspaper and magazines in common facilities
- cleaning supplies, cleaning equipment and cleaning agents or toilet paper
- sauna use, if not included in the rent or subject to a separate sauna fee
- use of a washing machine, mangle or dryer in common rooms or a drying room
- use of shared recreational equipment or rec rooms, if not included in the rent.
The use of the aforementioned common facilities, supplies and equipment is defined in the plan prepared in collaboration with the client. The maintenance fee is charged if the client is present for at least five days during a month. The maintenance fee will not be charged if the client is present for less than five days.

The Act and Decree on Client Charges in Healthcare and Social Welfare determine the maximum fees for some services. Statutory maximum fees are subject to index adjustments every two years. The income limits defined in section 10 e of the Act on Client Charges in Healthcare and Social Welfare are reviewed every other year in accordance with the employment pension index, and the revised amounts (euros) enter into force from the beginning of the year following the review year.
Customer fees for social welfare and health care services are regulated by the Act on Client Charges in Healthcare and Social Welfare (734/1992) and the Decree (912/1992).
Services that are exempted from fees are determined separately in the legislation. For services that are not exempted from client fees, wellbeing services counties can decide on the charging of the fee and the fee amount within the boundary conditions set by the legislation. The fee for a service cannot exceed the cost of providing the service (Act on Client Charges in Healthcare and Social Welfare, section 2).
