Municipal rental housing and housing counselling
You can find the rental housing offered by the municipalities and cities in the Western Uusimaa Wellbeing Services County through the links below. Some of the municipalities provide housing counselling.
The housing counselling service is usually provided by the city/municipality and some landlords. Housing-related counselling is also organised by the Ohjaamotalo One-Stop Guidance Centre and various organisations. Don’t hesitate to contact housing counselling if you need help with finding a place to live!

You can apply for the service through Social Services Guidance. If necessary, we will assess your overall situation and any support needs you may have and refer you to supported housing or other services.
If you want to apply for temporary sober housing, contact:

If you need supported housing, communal housing or service housing with 24-hour assistance, contact Social Services Guidance. As a rule, clients seeking housing services are referred through the services provided in social work.

If you have challenges related to housing, contact your landlord first (e.g., housing counselling provided by the landlord). Some large rental housing companies have organised housing counselling aimed at their residents
Some municipalities may also provide a housing counselling service. In the Western Uusimaa Wellbeing Services County, the municipalities of Espoo, Kauniainen and Kirkkonummi offer housing counselling to their residents. In addition, Lohja provides housing counselling for the customers of Lohjan Vuokra-asunnot.

According to the statistics of the Centre for State-Subsidised Housing Construction (VARKE), homelessness in Finland is concentrated in the largest urban areas.
For example, according to the most recent homeless count, there were a total of 447 homeless persons in Espoo, of whom 114 were long-term homeless (cross-sectional snapshot of the situation during one day in November 2025). (Source: Homeless people 2025(external link), VARKE)
The Western Uusimaa Wellbeing Services County is currently running the project “Making use of ecosystem thinking in developing cooperation to eradicate and prevent long-term homelessness in Espoo” (EKOPIPO) in cooperation with the City of Espoo. The aim of the project is to eliminate long-term homelessness in Espoo by the end of 2027.
- In the project, outreach street work is carried out in Espoo. Outreach work provides low-threshold support for homeless people and helps them seek the services they need. The workers actively visit everyday environments, such as streets, parks and various meeting places.
- In addition, work to develop networks of services for young people, cooperation with landlords and cooperation with organisations in Espoo will be conducted in the project.
