The HetaTES Collective Agreement Now Applies to All Employers of Personal Assistants

The collective agreement for personal assistants (HetaTES) has been declared universally binding as of 1 May 2025. This agreement was negotiated by Heta (Union of Employers of Personal Assistants in Finland) and JHL (Trade Union for the Public and Welfare Sectors). The universally binding agreement means that all employers of personal assistants who operate under the employer model ('työnantajamalli') must comply with the terms of HetaTES— even if they are not members of Heta.

Employers must ensure that the assistant’s pay, working-time allowances, holiday bonus, and other terms and conditions of employment meet at least the minimum requirements set out in the collective agreement. If these terms have not been applied 1 May 2025 forwards, the employee is entitled to back pay and retroactive compensation.  

Employers who are not members of Heta are encouraged to familiarise themselves with the collective agreement carefully.


The HetaTES Agreement sets the minimum standard, but employers and employees are free to agree on better terms. Heta does not monitor compliance among non-member employers; enforcement is the responsibility of the occupational safety and health authorities.
