4. Purposes of processing personal data and the legal grounds for processing
Purposes of processing
The register is used in accordance with section 91 of the Rescue Act (379/2011) to execute, monitor, and develop rescue services, as well as for educational and statistical purposes.
Legal grounds for processing
Article 6(1)(c) of the General Data Protection Regulation of the European Union: processing is necessary for compliance with a legal obligation to which the controller is subject.

5. Data contents of the register
The register’s data varies based on the accident type and specific circumstances. It may include details such as the site owner, address, risk area classifications, coordinates, vehicle registration number, building codes, and the victim’s gender, age, and location found. It also contains an evaluation of why the victim was in a dangerous situation.
Furthermore, the register holds billing information and associated contact details, visual records from the accident site, the content of the emergency notification, the notifier’s phone identifier and related contact details, as well as the site’s address and corresponding coordinate information.
6. Regular disclosure of personal data
In accordance with section 91 of the Rescue Act (379/2011), data is routinely shared through a technical connection for the following entities and objectives:
- The Emergency Services Academy for statistical purposes.
- The Emergency Response Centre, rescue authorities, the Finnish Safety and Chemicals Agency, and the members and experts of the inquiry commission referred to in section 107, for the purpose of carrying out and monitoring rescue operations.
- The Finnish Environmental Institute (to prevent and prepare for oil and chemical accidents from vessels), as well as centres for economic development, transport, and the environment.
- Authorities and the inquiry commission conducting investigations.
- Other authorities, research institutions, and researchers receive the data for scientific research purposes.
The data is routinely shared with the Regional State Administrative Agency under section 85 of the Rescue Act (379/2011) through a technical connection.
7. Data retention periods
Typically, electronic data is stored for 10 years after its initial storage. However, some data is kept indefinitely. Personal data is removed no later than 5 months after it has been stored.
8. Sources of personal data
The register’s data is sourced from the Emergency Response Centre, as per the Act on Emergency Response Centre Operations (692/2010, section 20), and from the observations made by rescue authorities.
