Service voucher for dental care

We can offer a dental care service voucher to an adult patient with a routine need for non-urgent dental care, meaning that, in addition to a dentist’s examination, the patient requires restorative treatment, such as fillings. The patient must also have a history of previous visits to the wellbeing services county’s dental care services.

We grant service vouchers based on an assessment of the need for care in the dental care services of the wellbeing services county. With the assessment, we ensure that the service voucher is suitable for the customer’s overall situation and that the treatment can be carried out by a private service provider.

We do not grant service vouchers to patients whose most recent dentist’s examination was carried out by a private service provider as private patients. In public dental care, this ensures that examination intervals are followed in accordance with the recommendation on examination intervals for public services.

The service voucher for dental care includes one treatment period:

oral and dental examination
X-ray imaging with statements if necessary
treatment plan and implemented treatment. Dental care can include filling cavities, doing root canal treatments or removing teeth.
In addition, you can also receive preventive treatment or treatment for periodontal disease based on an assessment of the need for treatment.

Examples of treatments that cannot be covered with a service voucher:

specialist treatment such as: demanding surgical dental removal by a specialist
orthodontic treatment
orthodontic mouth guard or oral appliance for sleep apnoea
prosthetic treatment that includes work at a dental laboratory.

The service provider’s dentist determines your need for treatment and draws up a treatment plan and a cost estimate for the treatment you need. You will pay the service provider an excess of EUR 110, which includes the examination, X-ray imaging with statements and a treatment plan.

For the appointments and measures following the examination, you will pay the service provider the same amount as you would pay for public dental care services produced by the Western Uusimaa Wellbeing Services County. If you miss an appointment without cancelling it, you will have to pay the compensation determined by the service provider.

Examples of treatment prices when using a service voucher

Example A:

appointment: examination, X-rays.
appointment: appointment fee, minor periodontic treatment, dental filling for one tooth (filling on surface 2).

Example B:

appointment: examination, X-rays.
appointment: appointment fee, major periodontic treatment.
appointment: appointment fee, major periodontic treatment.
EUR 308,60 in total.

Example C:

appointment: examination, X-rays.
appointment: appointment fee, minor periodontic treatment, dental filling for one tooth (filling on surface 2).
3rd to 5th appointment: three appointment fees, root canal treatment of one tooth (incl. anaesthesia, imaging, filling).
EUR 494,30 in total.

Example D:

appointment: examination, X-rays.
appointment: appointment fee, anaesthesia, dental filling for two teeth (both fillings on surface 2).
appointment: appointment fee, anaesthesia, dental filling for two teeth (one filling on surface and one dental crown).
appointment: appointment fee, anaesthesia two times, removal of two teeth.
appointment: appointment fee, anaesthesia two times, removal of three teeth.
EUR 669,60 in total.

You will need the service voucher number to book an appointment for treatment with the voucher. You will receive the number of your service voucher by text message within about one week of being granted the service voucher. The number starts with H03 and contains a total of 14 digits. If necessary, you can check the number of your service voucher in the Lunna chat or by calling Western Uusimaa dental care services at +358 29 151 2770 on weekdays Mon-Fri at 8–16.

The service voucher dentist performs an examination and draws up an individual treatment plan. The dentist plans how the necessary treatment is carried out at different appointments. In the treatment plan, the dentist can also assign some of the necessary procedures of the service voucher treatment period to a dental hygienist if the service provider also has a dental hygienist who works with service voucher clients.

The service voucher excess is not included in the payment ceiling accumulation laid down in the Act on Client Fees in Social Welfare and Health Care 734/1992, section 6a).
You cannot receive compensation from Kela for the excess in accordance with the Health Insurance Act. However, you may be reimbursed for travel expenses in accordance with the provisions laid down in the Health Insurance Act.
You can ask about the possibility of basic social assistance granted by Kela or supplementary social assistance granted by the Western Uusimaa Wellbeing Services County directly from these parties.
If you move away from the Western Uusimaa Wellbeing Services County (Espoo, Hanko, Inkoo, Karkkila, Kauniainen, Kirkkonummi, Lohja, Raseborg, Siuntio or Vihti) in the middle of a treatment period, your service voucher will expire on the date of the move. The Western Uusimaa Wellbeing Services County is not responsible for treatment expenses incurred after the day of the move.
If you do not cancel an appointment, you will be charged a fee according to the practices of the dental clinic that takes service voucher clients. Check the cancellation terms when booking an appointment.

The service voucher is valid for six months after it has been issued. The treatment must be completed during that period.
If you move away from the Western Uusimaa Wellbeing Services County (Espoo, Hanko, Inkoo, Karkkila, Kauniainen, Kirkkonummi, Lohja, Raseborg, Siuntio or Vihti) in the middle of a treatment period, your service voucher will expire on the date of the move. The Western Uusimaa Wellbeing Services County is not responsible for treatment expenses incurred after the day of the move.

you will have to pay the excess to the service provider for the treatment carried out so far, such as the excess for the treatment period, procedure-specific excess payments and appointment-specific excess payments.

If you want to give feedback or are dissatisfied with the treatment you have received, primarily contact the service voucher clinic that provided the treatment. There is a contractual relationship between you and the service voucher clinic you have chosen.
The patient ombudsman of the service voucher clinic will give you advice if necessary. In addition, you can refer a dispute between you and the dental clinic to the Consumer Disputes Board.
