SAS Operational Model in Disability Services

SAS is an acronym for “Strategise, Assess, and Suggest”. The multidisciplinary SAS team aids in the planning and evaluation of services but does not make service decisions.

There are two multidisciplinary SAS teams within the Wellbeing Services County's Disability Services. The Housing SAS team focuses on housing and residential services, whereas the General SAS team covers matters related to other services.

The SAS teams review service solutions for clients based on proposals from social counsellors or social workers. They give recommendations on the nature, quantity, and urgency of services a client might need. However, they do not have the authority to make service decisions for clients. Such decisions are always made by an official.

Additionally, the SAS teams work on identifying future service needs and ensuring the adequacy of services. 

Housing SAS Team

The SAS team for housing is led by a regional senior social worker, with a social counsellor working as the secretary. Other team members include:

  • Regional service operation managers (3)
  • Regional senior social worker (1)
  • Senior social workers (2)
  • Project manager (1)

The Housing SAS Team reviews applications for:

  • Independent living coaching
  • Permanent residence 
  • Change of residence
  • Significant upgrades in service class.

The team meets every other week.

General SAS Team

The general SAS team is led by a regional senior social worker, with a social counsellor working as the secretary. Other team members include: 

  • Regional senior social worker (1)
  • Senior social workers (3)

The general SAS team reviews applications for:

  • Short-term care
  • Statutory leaves for informal carers
  • Daytime and work activities
  • Personal assistance beyond 35 hours/week
  • Significant upgrades in service class.

The team meets every other week.

Objectives of the Multidisciplinary SAS Operational Model 

The SAS model aims to:

  • Support workers by offering recommendations while leaving decisions to officials.
  • Ensure uniformity in service granting across the Wellbeing Services County.
  • Manage urgency by ensuring that clients with the most urgent needs are prioritized.
  • Facilitate the balance of service supply and demand.
