Right of access and other client´s rights in the services

These pages will tell the clients of the Western Uusimaa Wellbeing Services County more about their rights.

How to request documents or other information from the Wellbeing Services County

  1. Choose the specific type of data request from the options listed below.
  2. Clicking on a data request link will direct you to a webpage with detailed instructions on how to proceed with your request. Please follow these instructions.
  3. You have the option to submit your data request either through an electronic form available on the webpage or in person at the registry office of the Wellbeing Services County. You can also authorise someone else to submit the request on your behalf.
  4. Proof of identity is required for all data requests, except those for public documents. Your identity can be verified electronically through strong identification or by presenting a valid identity document.
  5. The Wellbeing Services County will provide the requested information within a legally mandated period. If the Wellbeing Services County is unable to fulfil your request, you will receive a notification explaining the reasons for this decision within the same legally required timeframe.

How to choose the right data request:

Data and data correction requests can be made electronically with strong authentication, or on paper at the Registry Office, where your identity will be verified.

For in person requests, please arrange an appointment by emailing kirjaamo@luvn.fi or calling 029 151 5835. The Registry Office is available weekdays from 9.00 to 15.00. We are exploring options to establish additional service points throughout the Wellbeing Services County.​

Authorisation

You can also authorise someone else to make requests on your behalf. For lawyers, licensed legal counsels, and public legal aid attorneys, an unlimited power of attorney is sufficient. It must include the date, the authoriser’s signature, and name in block letters. The Wellbeing Services County will confirm the representative’s status as a lawyer, licensed legal counsel, or a public legal aid attorney.

For authorised representatives other than those mentioned above, the power of attorney must include:

  • Details about the authoriser and the authorised representative
  • Information on what the authorisation pertains to
  • The authoriser’s signature, name in block letters, and date.

Online: The authorised representative must identify themselves using the Wellbeing Services County’s electronic form and submit a personal data access or correction request on behalf of the authoriser. The power of attorney must be attached to the request.

In person: The authorised representative needs to present the power of attorney at the Registry Office and verify their identity. They should attach the power of attorney to their request and then complete either the Request for access to personal data or the Demand for rectification of personal data form.
