Right of access and other client´s rights in the services of the Western Uusimaa Wellbeing Services County

These pages will tell the clients of the Western Uusimaa Wellbeing Services County more about their rights.

A person whose data is collected as part of the services of the Wellbeing Services County has the right to request their own data and request rectification if they find the data to be incorrect.

You can request your data both under the EU General Data Protection Regulation (GDPR) Rights under the Data Protection Regulation, request for access and rectification of personal data | Western Uusimaa Wellbeing Services County (luvn.fi) and the Act on the Openness of Government Activities Right to access one’s own personal data in accordance with the Openness Act | Western Uusimaa Wellbeing Services County (luvn.fi). Below, you will find a separate section for requests under each Act. The General Data Protection Regulation also grants clients many other rights. These are discussed in further detail under the GDPR section and include the right to request rectification of your data.

You also have the right to request log data, i.e. information on who has used or has been disclosed data related to you and on what grounds. More detailed instructions on how to make this request are available in the section concerning the Act on the Electronic Processing of Client Data in Social and Health Care. Based on the Act on the Status and Rights of Patients, you can in some cases request data concerning a deceased person; the website includes a separate section on this topic.

The site contains sections on objections, appeals for rectification against social welfare decisions and the contact information for social welfare and patient ombudsmen.

You can submit data requests and data rectification requests electronically using the forms available under each section. In this case, strong authentication is required. You can also use paper forms, in which case you must visit the Registry Office in person to have the staff verify your identity. In this case, make an appointment by sending email to kirjaamo@luvn.fi or by calling tel. 029 151 5835. The Registry Office is open on weekdays from 9.00 to 15.00. We are currently looking into opening service point in different parts of the Wellbeing Services County.

Authorisation

You can also use the service under authorisation. For lawyers, licenced legal counsels and public legal aid attorneys, an open power of attorney will be approved, provided that it is dated and includes the signature and name of the person making the authorisation in block letters. The Wellbeing Services County will verify that the authorised party is a lawyer, licensed legal counsel or public legal aid attorney.

For authorised parties other than those mentioned above, the power of attorney must include:

  • information about the authorising party and the authorised party
  • information on what the authorisation concerns (the authorising party’s request to review personal data or data rectification request)
  • the authorising party’s signature, name in block letters and date.

Electronic services: The authorised party will verify their identity using the Wellbeing Services County’s electronic form, and will then submit a request for reviewing personal data or rectification request on behalf of the authorising party. The authorised party will attach a power of attorney to the request.

Visiting the Registry Office in person: The authorised party will present the power of attorney at the Registrar’s Office and verify their identity. The power of attorney is attached to the request. The authorised party will fill in the request to review personal data form or the personal data rectification request form.

Privacy policy

Data on the customers of the Wellbeing Services County are collected in various registers, for which privacy policies have been drawn up. The privacy policies explain, among other things, the purpose for which personal data is collected, the legal basis for the processing, what data is collected and how long it is stored.
